San Francisco burned on July 15. A human-mutant peace rally devolved into an urban war zone masking a horrific reality: a shadow alliance had built a global mind-control broadcast array to enslave mutantkind. The X-Men fought to stop it. The Brotherhood fought to burn it down. And then, they vanished without a trace.
With the heroes gone, the U.S. government unleashed the Department of Damage Control and Sentinel Services. Mutants are no longer just monitored—they are hunted, registered, and quietly disappeared into black sites.
When Charles Xavier foresaw this collapse, he initiated Project eXcelsior—a classified network of safehouses, tactical caches, and encrypted channels left behind as a last-ditch lifeline.
